Low volume vehicle review welcomed
Associate Transport Minister Craig Foss is welcoming a review of the certification process for vehicles built from scratch or modified for a specialised purpose.
The review of low volume vehicle (LVV) certification, initiated by the New Zealand Transport Agency, will be undertaken by Standards New Zealand.
“The LVV certification process is about ensuring vehicles built from scratch or modified for a specialised purpose are safe to be on the road,” Mr Foss says.
The review will begin this month with a scoping phase. This will involve working closely with the vehicle industry, certifiers and others to better understand the strengths of the current system and potential areas for improvement.
“Standards New Zealand brings an independent perspective to this review. I’m pleased it will be seeking feedback from a wide range of people, including those in the industry,” Mr Foss says.
“I’m keen to ensure our LVV certification system enables innovators to utilise new technologies and create opportunities.”

A review of this system is long overdue. If New Zealand is going to be have the knowledge economy that most of us want, it must have a regulatory environment that works.”

There is an error in the Automotive News article-
“The NZTA has confirmed it will review a branch of the LVVTA to see if a review of the branch of the LVVTA is needed. The branch is the Low Volume Vehicle (LVV), more a system than a branch.”
The Low Volume Vehicle System is NOT a branch of the LVVTA, nor is the LVVTA the owner, or the proprieter of the Low Volume Vehicle System.
The LVVTA’s only role is providing Low Volume Vehicle Standards, and carrying out desk-top reviews to ensure that these standards are being met.

What an interesting idea for dealing with an independent review of the certification system. It seems an odd fit at first, using a Standards organisation, but it might be just what the process requires.

I think that the Standards Association would be good.
I have made a study of the Building Standards-
There is NZS3604 which is a prescriptive standard used for most dwellings, no Engineer needed, then there are standards for structural design, required loadings etc for the use of Engineers.
I think this would be a good model for LVV.

LVVTA view of the review.
Am interested why DAVE would want to give the LVVTA view of the review of LVVTA – irrelevant. The CEO’s “view” presented is protectionism, justification & self adulation of a feifdom, charged by NZTA with overseeing a process but devoid of any accountability back to said government agency (NZTA). The inevitable has occurred.
LVVTA is an incorporated society made up of 10 member associations, mainly hobby groups e.g hot rodders & caravan club. I would suggest reading the “view” presented via Dave, that it is not the view of the collective, but one individual trying desperately to validate his actions & raison d’etre over the past 10 years or more.
Thanks John for keeping this going and not succumbing to the tireless bully boy tactics of these individuals. The end is nigh…

I gave the view from the LVVTA website in case others had not seen it. I don’t support it in anyway, and any right thinking person will probably think as you do about what is written there and why. It is not irrelevant though, it is the reaction of the CEO to the review, and people can read into it whatever they like. If any of the member organisations were to comment on the review, or the LVVTA management committee were to put something out, that would be just as relevant. Probably not likely though.
If nothing else, we got to read your views on what the CEO wrote, and nobody has disagreed with you yet!
